National Security Advisor Ajit Doval meet his Russian counterpart Nikolai Patrushev in New Delhi : Report

National Security Advisor (NSA) Ajit Doval is scheduled to meet his Russian counterpart Nikolai Patrushev in New Delhi on Wednesday for high-level talks that will focus on the situation in Afghanistan.

All aspects related to Afghanistan will be discussed in the meeting between Ajit Doval and his Russian counterpart Nikolai Patrushev.

This is the first high-level India-Russia Inter-Governmental Consultations on Afghanistan between NSA Ajit Doval, and the Secretary of the Security Council of the Russian Federation, General Nikolay Patrushev.

“The consultations are a follow-up to the telephone conversation between Prime Minister Narendra Modi and Russia President Vladimir Putin on 24 August 2021,” said a statement by the Ministry of External Affairs (MEA).

The statement added, “The two leaders had expressed the view that it was important for the two strategic partners to work together and instructed their senior officials to remain in touch on Afghanistan.”

This comes a day after Russian ambassador to India Nikolay Kudashev told India Today TV that like New Delhi, Moscow will also “wait and watch” before recognising the Taliban government in Kabul.

Both India and Russia seek “inclusivity” in Afghanistan.

The Russian envoy shared concern of terrorism emanating from Afghanistan to the region. When asked if Russia shares India’s concerns of Kashmir suffering an increase in terrorist activities, he responded in the affirmative. This is despite assurances from the Taliban leadership that they will adopt a “non-interference” policy when it comes to Kashmir.

Besides his counterpart Ajit Doval, Patrushev is expected will call on External Affairs Minister S Jaishankar and Prime Minister Narendra Modi. In April, Russian Foreign Minister Sergey Lavrov visited Delhi but did not meet the Prime Minister.

These consultations reflect the entirely new situation in Afghanistan created by the withdrawal of US forces and takeover by the Taliban.

The consultations reflect the desire, importance and potential for a significant increase in political and security cooperation between India and Russia in Afghanistan. It also reflects the close, trusted, special and privileged strategic partnership between both countries.

Both countries share similar concerns on terrorism, especially to ensure that the Taliban adhere to their promises and assurances.

The talks will review the political, security and humanitarian situation in Afghanistan, activities of terrorist groups including Jaish-e-Mohammed and Lashkar-e-Taiba, threats from drugs, the role of regional countries, and details of Indo-Russia cooperation to meet current and future threats and measures to assist Afghanistan.

PM Modi and Russian President Vladimir Putin had on August 24 discussed the developments in Afghanistan and expressed the view that it was important for the two countries to work together.

Russia is considered to be one of the countries playing a significant role in post-Taliban Afghanistan and has established linkages with the ruling establishment there. Nikolai Patrushev will be visiting India for high level inter-governmental consultations on Afghanistan led by NSAs, government sources said.

India and Russia are long-time strategic partners. Russia has been supplying weapons for all the three defence forces in India and a number of important deliveries are set to take place from Russia in this regard.
